I am addicted on Cookpad.com, the Japanese recipe site kind of like allrecipes.com.
I saw this today and I thought it was so cute!

I actually made this, it was cute but did not taste very good to me since I do not like carrots....

She said to use eyebrow shaping scissors ( http://www.ichibankanusa.com/item.asp?cID=0&PID=152 ) to cut out nori for the face.
That is a great idea, I think I am going to buy one to be used just for this purpose!
